Maintenance Engineer 2-Electrical and Instrumentation

The Maintenance Engineer 2 (ME 2) shall be responsible for providing technical knowledge and supervisory support with respect to planning, maintenance, troubleshooting, project and installation work on all plant mechanical or electrical and instrumentation systems and associated facilities.  This includes the implementation of routine preventive and maintenance programmes on plant systems and equipment.

 

The incumbent will also be responsible for performing technical evaluations of mechanical or electrical and instrumentation systems, quality assurance and quality control on equipment inclusive of the supervision of contractors.

 

The ME 2 shall perform duties with little or no guidance and with a proficient level of competency and effectiveness.

KEY RESPONSIBILITIES

a)                  HEALTH, SAFETY, ENVIRONMENT AND QUALITY     

·         Executes responsibilities to ensure the protection of employees and assets.

·        Executes responsibilities as it relates to the Quality Management System and ultimately the KPIs of the organization.

·         Executes responsibilities to inhibit re-occurrence of non-desirable events.

·         Ensures the minimization of adverse environmental impacts and compliance with environmental standards and best practices.

 


b)      HUMAN RESOURCE MANAGEMENT  

·         Complies with company policies and guidelines in respect to punctuality and attendance.  Addresses compliance issues where necessary.

·        Complies with company policies and procedures as it relates to supporting a productive, healthy, safe, harmonious and substance-free working environment.

·        Supports the training and development of others and engages in continual self-development.

·        Completes assigned activities within the Performance Management system in accordance with stipulated guidelines.

 

c)       FINANCIAL

·         Complies with company financial policies and procedures.  Addresses compliance issues where necessary.

·        Completes activities for the development of the Annual Budget and ensures expenditure is aligned to the approved budget for the reporting year.

·         Complies with the procurement process from initiation to completion to ensure timely processing of payments.

 

d)       FUNCTIONAL

Completes activities for Turnarounds and Outages

·         Acts in the capacity of area leader during the execution of turnaround jobs in accordance with the schedule and budget.

·         Monitors and reports on the execution of turnarounds jobs to ensure that general HSEQ and production targets are met.

·         Ensures that all engineering projects assigned are properly planned and ready for implementation during plant turnarounds and outages.

·        Implements approved Memoranda of Change (MOC) and capital projects for equipment upgrade, replacement or modification in accordance with the turnaround planning schedule.

 

 

 

Performs plant maintenance and planning activities

·        Executes maintenance engineering activities to ensure the reliability and availability of plant systems and equipment.

·         Consults with subject matter experts and provides input to the development and implementation of solutions to equipment related/reliability issues.

·         Provides engineering solutions to routine plant maintenance problems as well as plant modifications and projects.

·         Troubleshoots equipment related/efficiency problems.

·         Performs maintenance planning for both routine works and plant outages including preparation of daily work schedules, manpower and material requirement and costs estimates.

·         Reviews plant equipment operating parameters and initiates technical discussions and research to ensure optimal operability. 

·         Provides engineering and technical support to the operating plants and solutions to the Field Execution group on a routine basis.

·        Uses the work order management system to manage maintenance activities and cost reporting for routine works, outages and turnarounds. 

·         Participates in plant trip assessment teams for determination of root cause and providing recommendations.

·         Ensures the efficient use of all available resources in the execution of maintenance works on the plant. 

·        Ensures that equipment history records are updated in terms of equipment downtime, cause codes, priority codes, man hours, materials utilized and costs incurred.

·         Develops and implements approved reliability and plant improvement projects within budget and schedule.

 


Performs Condition Monitoring and Inspection activities

·         Implements equipment preventive, condition monitoring and reliability engineering programmes.

·        Consults with subject matter experts to provide input to the development and implementation of programmes with regard to equipment long term planning - end of life, repair or replace decisions for plant equipment and assets.

·         Identifies and mitigates plant threats by execution of Condition Monitoring programmes and analysis of trends.

·        Participates in the annual review of the planned maintenance programs and equipment audits to influence programs for the following year.

·         Prepares reliability reports based on completed inspections.

·         Develops turnaround/outage inspection plans inclusive of related Scopes of Work, contractor management and evaluation.

·         Analyses equipment data, performs investigations, determines root causes and recommends solutions.

 

Completes materials management activities

·         Engages in routine contract administration and management, scope of work definitions, tendering evaluation and analysis, procurement, execution and close-off.

·        Reviews the stock of critical spares and inventory of materials, tools etc. in relation to maintenance works scheduled and projected and makes recommendations.

·         Provides technical inputs and advice on critical spares and inventory management.

 


Performs general activities

·         Ensures good governance, due care, fiduciary duty and diligence in all activities inclusive of the care for assigned assets and the operations of the facility while on duty.

·         Reviews technical specifications for repairs to existing equipment or procurement of new equipment.

·         Ensures that required and requested departmental documentation and reports are compiled and submitted to the Engineering & Maintenance Superintendent in a timely basis

·        Participates in the annual review of the planned maintenance programs and equipment audits to influence programs for the following year.

·         Performs other job related duties as required at the substantive level.

 

 

QUALIFICATIONS:

a)    EDUCATION AND EXPERIENCE

·         Undergraduate degree in Mechanical, Electrical or Industrial Engineering

·         Minimum of four (4) years’ experience in a process plant environment

 


b)   KNOWLEDGE, SKILLS AND ABILITIES

·         Extensive knowledge of plant equipment and systems.

·         In-depth knowledge of procurement systems and work processes.

Materials Officer 1

JOB SUMMARY:

The Materials Officer 1 (MO 1) is responsible for completing activities within one or more of the following functions: (i) Warehousing and Logistics, (ii) Procurement and Inventory, and (iii) Contracts and Tenders.

 

The MO 1 shall possess intermediate level knowledge of at least two of the Materials functions at IPSL and shall perform duties competently, effectively and fairly independently.

KEY RESPONSIBILITIES:

 

a)         HUMAN RESOURCE MANAGEMENT

·         Liaises with stakeholders to reconcile items on special supply arrangements such as blankets and consignments.

·         Investigates and analyzes observed trends regarding queries and discrepancies and prepares a report with recommendations for process improvements.

·         Completes quality control checks on all material handling and storage to ensure compliance with all standard operating procedures.

·         Participates in periodic visits to vendors to assess and inform of their supply capability.

·         Collates and analyses vendor performance data and prepares report.

·         Liaises with user department(s) regarding the receipt and issue of materials.

 

Performs Procurement and Inventory activities

·         Coordinates the requisition and procurement of materials and services in accordance with Company policies and procedures.

·         Liaises with stakeholders to ensure various contractual arrangements are executed to achieve optimal value for the organization.

·         Assists with the administration of special supply arrangements, such as blankets and consignment contracts.

·         Expedites the delivery of both local and foreign orders.

·         Reviews stock levels and provides recommendations for changes to stocking quantities based on internal and external factors.

·         Ensures inventory records are not duplicated and accurately coded.

·         Monitors the movement of inventory inclusive of loans and repairable items ensuring the inventory value is current and accurate.

·         Meets and liaises with stakeholders to resolve queries regarding the specifications of items on the system.

·         Analyses trends in stock movements and documents recommendations regarding item classifications (whether stock or direct) and supply arrangements.

 

Performs contract and tender activities       

·         Prepares and issues tender packages in keeping with established company policies and procedures.

·         Updates the tender/contract management database with vendor awards and values.

·         Prepares contracts via the use of the appropriate contract template.

·         Provides support and reports for specific contracts and/or projects.

·         Reviews vendor performance and prepares quarterly report.

·         Coordinates and completes documents required for the updating of the Vendor Management System (VMS).

Senior Materials Officer

The Senior Materials Officer (SMO) directs as well as delivers on the operational activities of one or more Materials functions in accordance with company policies, procedures, guidelines and best practices. 

 

The SMO assists the Materials Manager in optimizing employee and departmental contributions towards the achievement of the Company’s goals and objectives, ensuring cost effectiveness, timely delivery as well as the availability of items which meet specifications and are fit for plant use.

 

The SMO shall possess a proficient level of knowledge of all the Materials functional processes at IPSL and shall perform duties independently, competently and effectively.

KEY RESPONSIBILITIES:

a)      HUMAN RESOURCE MANAGEMENT  

·         Administers company policies and implements strategies to ensure minimum disruption to work flow.

·        Complies with, and ensures adherence to, company policies and procedures.  Initiates corrective actions for non-compliance.

·        Develops and implements the procurement strategies to foster cost savings while maintaining the quality of the materials and services provided.

·         Develops and implements strategies to ensure materials and services acquired are available, meets specifications and conforms to user requirements.

·         Ensures that the quality of award recommendations for all purchasing transactions is value-driven.

·         Drafts the annual plan for the assigned section(s) and provide progress reports to the Materials Manager.

·         Participates and/or chairs meetings to ensure operational efficiencies and promote supply chain best practices.

·         Minimum of seven (7) years’ relevant experience in a supply chain environment.

·         Minimum of three (3) years’ supervisory experience.
