Engineering and Maintenance Supervisor - Electrical & Instrumentation

JOB SUMMARY:

The Engineering and Maintenance Supervisor (EMS) shall be responsible for the implementation of preventative and predictive maintenance programmes in addition to planning, scheduling, troubleshooting and installation work on all plant Electrical and Instrumentation systems.

The EMS shall direct and supervise all maintenance activities performed by Technicians and provide guidance, support and operational direction in accordance with sound engineering maintenance and safety standards.

 

The EMS shall possess an in-depth level of knowledge of plant equipment and processes and shall perform duties competently and effectively.

KEY RESPONSIBILITIES

a)        HUMAN RESOURCE MANAGEMENT  

·    Administers company polices and implements strategies to ensure minimum disruption to work flow.

·    Complies with and ensures adherence to company policies and procedures.  Initiates and/or administers corrective actions for non-compliance.                    

·    Supports an environment which facilitates training, development and continuous learning.

·    Identifies training needs, recommends appropriate interventions and evaluates their effectiveness.

·    Completes assigned activities and complies with legitimate instructions in accordance with company policies, guidelines and established Key Performance Indicators.

·    Evaluates staff performance, identifies developmental opportunities, provides feedback and implements improvement strategies for direct reports.

   

b)      HEALTH, SAFETY, ENVIRONMENT AND QUALITY     

 ·  Monitors and ensures compliance with all HSE&Q policies, procedures, rules and regulations and statutory requirements.

 ·   Participates and engages direct reports and peers in organisational HSE&Q initiatives.

 ·   Promotes a culture of continuous HSE&Q improvement, best practices across all departments.

 ·   Ensures the minimization of adverse environmental impacts and compliance with environmental standards and best practices.

 

c)        FINANCIAL

·  Complies with and ensures adherence to all Financial Policies as outlined in the Financial Policy Manual.

·   Coordinates and reviews the annual Work Programme and Spending Plan (budget) preparation exercise in accordance with stipulated timelines.

·  Monitors departmental/plant budgets ensuring expenditure does not exceed budget.                        

·   Monitors capital and operational project timelines to ensure execution within the financial period that approval is granted.

·   Monitors and plans the departmental/plant procurement activities ensuring that the procurement process is complete, transparent and in accordance with good governance and procurement/tendering policies and procedures.  

·   Ensures all documentation is completed so that vendors are paid in accordance with Contractual Agreements and the Confirmatory Order Policy.

 

d)         FUNCTIONAL

Performs supervisory activities

·      Provides technical supervision to the Engineering and Maintenance Technicians to ensure the reliability and availability of plant systems and equipment.

·      Ensures a consistent line of communication with Plant personnel on matters related to Maintenance field activities or changes in related Company Policy.


Performs plant maintenance activities

·      Ensures that equipment maintenance programmes for plant systems and electrical and instrumentation equipment are implemented in accordance with established maintenance procedures.

·      Monitors the effectiveness of the programmes, maintenance reworks and makes recommendations for improvement.

·      Reviews plant equipment maintenance projections and schedules and ensure the achievement of the department’s KPIs’ /targets. 

·      Provides technical guidance in the development of inspection overhaul and repair procedures in accordance with accepted industry standards and practices. 

·      Provides high level technical assistance to the plant team with regards to the development of solutions to plant issues, MOC’s and MOJ’s.

·      Ensures the optimal utilization of all available resources in the execution of maintenance works on the plant. 

·      Ensures equipment information is updated to ensure an efficient and reliable source of historical and analytical data. 

·      Monitors the use of the work order management system for routine and non-routine maintenance activities.

·      Ensures that proper standards, codes and practices are applied by technical personnel in the execution of jobs.  

·      Provides high level troubleshooting and diagnosis skills on equipment related issues.

·      Exhibits proficiency in management of projects, such as extraordinary maintenance and capital expenditure projects.

 

Completes activities for Turnarounds and Outages

·      Prepares job plans for turnarounds and outages.

·      Acts in the capacity of area leader during the execution of turnaround jobs in accordance with the schedule and budget.

·      Provides technical support to plant personnel and contractors during abnormal situations.

·      Executes turnaround jobs in accordance with the schedule and budget.

·      Supervises the execution of turnarounds jobs to ensure that general HSE&Q and production targets are met. 

 

Completes general activities

·      Ensures good governance, due care and diligence in all activities inclusive of the care for assigned assets and the operations of the facility while on duty.

·      Liaises with the Warehouse personnel to ensure the availability of a stock of critical spares and inventory of materials, tools etc. in relation to maintenance works scheduled and projected.

·      Participates in plant trip assessment teams for determination of root cause and providing recommendations.

·      Performs budgeting and for the departments costs for the upcoming year.

·      Assesses the manpower requirements and manages the contract labour supply to ensure the workload is efficiently managed.

·      Develops scopes of work and carries out bid/tender evaluations as well as management of contracts with external vendors.

·      Completes department documents and reports as required.

·      Ensures a high standard of housekeeping in the department and on the plant.

·      Performs other work related duties as required at the level of the substantive position.

QUALIFICATIONS:

a)     EDUCATION AND EXPERIENCE

   ·   Undergraduate degree in Electrical Engineering or Industrial Engineering with a minimum of seven (7) years’ experience performing maintenance activities in a process plant environment  OR

   ·   Technician’s Diploma in Electrical and Electronic Engineering (EEET) with a minimum of ten (10) years’ experience as a Technician in a process plant environment.

    ·   Minimum of four (4) years’ supervisory experience.

 

b)     KNOWLEDGE, SKILLS AND ABILITIES

Senior Maintenance Engineer - Mechnical

POSITION SUMMARY

 

The Senior Maintenance Engineer (SME) shall be responsible for planning, coordinating and implementing the maintenance programmes in accordance with company policies and procedures.  This includes implementation of the preventive maintenance programmes for the operating plants, planning of routine maintenance activities, plant outages and turnarounds as well as coordinating, scheduling and optimizing the use of internal and external resources. 

 

The SME shall provide technical and maintenance engineering solutions to problems with plant and associated equipment as well as perform technical evaluations of mechanical systems, ensuring, quality assurance and controls measures are applied.

 

The SME shall possess in-depth knowledge of plant equipment and processes and shall perform duties competently and effectively.

·    Provides and implements engineering solutions for plant modifications and reliability/plant improvement projects.

·    Troubleshoots and performs diagnostic inspections on plant equipment.

·    Ensures maintenance planning for projects and plant outages including manpower and material requirement and costs estimates.

·    Reviews plant equipment operating parameters and initiates technical discussions, research to ensure optimal operability. 

·    Provides engineering and technical support to the operating plants and solutions to the Field Execution group on a routine basis.

·    Manages the work order management system including backlog and cost reporting for routine works, outages and Turnarounds. 

·    Participates in plant trip assessment teams for determination of root cause and providing recommendations.

·    Ensures the efficient use of all available resources in the execution of maintenance works on the plant. 

·    Ensures that systems for recording information on upgrades/modifications or replacements of equipment, equipment down-time, cause codes, priority codes,     man-hours, materials utilized and costs incurred are updated thereby providing an efficient and reliable source of historical and analytical data. 

·    Assists in the development and implementation of preventative maintenance and inspection policy with regard to upgraded and modified equipment.

·    Conducts annual review of the planned maintenance programmes and equipment audits to influence planned inspection programme for the following year.

·    Conducts annual review of the equipment audits before the budget cycle to influence the capital project budget over a three year period.

Performs Condition Monitoring and Inspection activities

·      Assists in the development and implementation of a policy with regard to equipment long term planning - end of life, repair or replace decisions for major plant equipment and assets.

·      Identifies and mitigates plant threats by the execution of Condition Monitoring programs and analysis of trends.

·      Leads the annual review of the planned maintenance programs and equipment audits to influence programs for the following year.

·      Prepares reliability reports based on completed inspections.

·      Provides in-depth analysis of equipment data, performs investigations, determines root causes and recommends solutions.

·      Develops turnaround/outage inspection plans inclusive of related Scopes of Work, contractor management and evaluation.

·      Provides in-depth troubleshooting and engineering advice to the plant teams.

·      Recommends/approves technical specifications for repairs to existing equipment or procurement of new equipment.

Completes activities for Turnarounds and Outages

·   Performs the function of lead planner for turnarounds and outages.

·   Prepares the scope of works for the execution of projects to be implemented during outages and turnarounds.

·   Acts in the capacity of area leader during the execution of turnaround jobs in accordance with the schedule and budget.

·   Monitors and report on the execution of turnarounds jobs to ensure that general HSE&Q and production targets are met.

·   Ensures that engineering projects are properly planned and ready for execution during plant outages and turnarounds.

·   Develops and implements Memoranda of Change (MOC) and capital projects for equipment upgrade, replacement or modification in accordance with the turnaround planning schedule.

Completes materials management activities

·    Engages in routine and turnaround contract administration and management, preparation of contractor usage plan, scope of works development, tendering evaluation and analysis, procurement, execution and close-off.

·    Reviews the stock of critical spares and inventory of materials, tools etc. in relation to maintenance works scheduled and projected and makes recommendations.

·    Provides technical inputs and advice on critical spares and inventory management.

Performs general activities

·    Ensures good governance, due care and diligence in all activities inclusive of the care for assigned assets and the operations of the facility while on duty.

·    Ensures that required and requested department documents and reports are compiled and submitted to the Engineering & Maintenance Superintendent in a timely manner.

·    Ensures that the interfaces between departments are seamless in addressing plant related issues.

·      Ensures that excellent standards of housekeeping are maintained by the team.

·    Performs other work related duties as required at the level of the substantive position.

 

QUALIFICATIONS:

·    Undergraduate degree in Mechanical Engineering

·    Minimum of seven (7) years’ experience in a process plant environment

·    Minimum of three (3) years’ supervisory experience
